The bill authorizes the creation of a service ribbon to be awarded to a member of the National Guard who performs duty under chapter 9 of title 32, United States Code. The ribbon design must be approved by the Secretary of Defense. If the member is deceased, the ribbon may be issued to their next-of-kin. The award of the ribbon is subject to regulations prescribed by the Secretaries of the military departments concerned.
