Prohibits use of funds for military force in or against Cuba until December 31, 2026, unless Congress declares war or meets War Powers Resolution.

This bill prohibits the use of funds for any military force in or against Cuba from the date of enactment until December 31, 2026, unless Congress declares war on Cuba or provides specific statutory authorization for such use of military force that meets the requirements of the War Powers Resolution. The prohibition does not apply to uses of military force consistent with section 2(c) of the War Powers Resolution.
