Authorizes the Secretary of the Treasury to establish emergency transaction account guarantee programs for insured depository institutions and credit.

The bill authorizes the Secretary of the Treasury to direct the Federal Deposit Insurance Corporation and the National Credit Union Administration to establish emergency transaction account guarantee programs. These programs fully insure deposits and shares in non-interest-bearing transaction accounts during banking or credit union stress events. The Secretary must determine that such events present serious adverse effects on economic conditions or the stability of the banking or credit union system. Programs can be extended for an additional three months and must terminate within six months.
