The SCOPE Act of 2026 directs the EPA to study and publish guidance on calculating and reporting scope 3 emissions.

The SCOPE Act of 2026 mandates the Environmental Protection Agency (EPA) to conduct a study and issue guidance on calculating and reporting scope 3 emissions for direct emitters. Scope 3 emissions are indirect greenhouse gas emissions from upstream and downstream value chain activities. The guidance will include thresholds for reporting, calculation methodologies, monitoring frequency, quality assurance, and methods for estimating missing data. This act does not affect existing authorities of the President, federal agencies, or states.
