This bill amends the Organic Act of Guam to exempt certain land transfers from the "public purpose" requirement. Specifically, it allows the Government of Guam to transfer excess real property to the original landowner or their heirs without needing to meet the public purpose requirement. The bill also includes provisions for national security reviews if the property is sold to a foreign person who is not an heir of the original landowner.
