The bill amends the Agricultural Trade Act of 1978 to require the Secretary, in consultation with the U.S. Trade Representative, to submit an annual report to Congress on the competitiveness of U.S. exports of specialty crops. The report must include analysis of foreign acts, policies, or practices that hinder U.S. exports, estimates of potential export value if such barriers were removed, and actions taken to address these issues.
