The report must identify and analyze foreign acts, policies, or practices that hinder U.S. specialty crop exports, including tariffs, quotas, and nontariff barriers. It should also estimate the value of additional exports that could occur if these barriers were removed. The report must be made public in machine-readable form and may include a classified annex.
