The Empowering Rural Communities Act reserves 2.5% of funds for Rural Development discretionary grant programs to support technical assistance activities. These activities include training, application development, and outreach for communities with limited administrative capacity or in persistent poverty areas. The Secretary of Agriculture must report annually on the use of these funds and their impact. The Act does not authorize additional funds.
