The Patrick Leahy Lake Champlain Basin Program Enhancements Act of 2026 amends the Federal Water Pollution Control Act to establish a process for selecting a fiscal agent for the Patrick Leahy Lake Champlain Basin Program. The Steering Committee and the Administrator must jointly assess the effectiveness of the fiscal agent and, if appropriate, select a new qualified entity through a competitive process. The fiscal agent's responsibilities include executing payroll, paying bills, developing funding agreements, and acting as a fiduciary for the program.
