The bill authorizes the Secretary of the Interior to establish two memorials: one at Antietam National Battlefield for Wisconsin infantry officers and enlisted men who fought in the Battle of Antietam, and another at Manassas National Battlefield Park for those who fought in the Second Battle of Bull Run. The Secretary will select entities to establish these memorials, which must submit annual reports on fundraising and progress. The Secretary will also approve the size, design, and inscriptions of the memorials.
