Establishes a National Commission on Robotics to review and recommend policies on robotics.

The National Commission on Robotics Act establishes a commission to review and recommend policies on robotics. The commission will consider the competitiveness of the United States in robotics, technological advantages, international developments, and workforce incentives. It will submit an interim report within one year and a final report within two years. The commission can accept gifts and donations but not money, and members can be removed for cause. The commission will terminate 18 months after submitting the final report.
