The DHS Use of Force Oversight Act amends the Homeland Security Act of 2002 to establish a Department-wide policy on the use of force by law enforcement officers and agents of the Department of Homeland Security. The policy mandates that officers use only the amount of force that is objectively reasonable, prioritize deescalation, and complete training in use of force tactics and techniques. It also requires the Secretary to collect and maintain data on use of force incidents, publish biannual reports, and brief Congress and the public on incidents resulting in hospitalization or death.
