SHIELD Act amends PURPA to classify large load facilities as a class of electric consumers.

The SHIELD Act amends the Public Utility Regulatory Policies Act of 1978 to classify large load facilities as a class of electric consumers. These facilities, defined as those with a peak demand exceeding 75 megawatts, must agree to employ measures that reduce grid demand during peak times and use zero-emission electric energy. State regulatory authorities and nonregulated utilities must consider these standards, with a determination required within two years of enactment.
