The RESTRICT Act amends the Export Control Reform Act of 2018 to prohibit the export, reexport, or in-country transfer of advanced integrated circuits to countries of concern. It requires a license for such transfers to other destinations and mandates that the Under Secretary of Commerce for Industry and Security establish standards for U.S. persons to obtain a designation as an approved U.S. person.
