Establishes a best-available transmission conductor standard for certain transmission projects under the Federal Power Act.

The High-Capacity Grid Act amends the Federal Power Act to establish a standard for best-available transmission conductors. This standard applies to new transmission facilities and modifications of existing lines under the Federal Energy Regulatory Commission's jurisdiction. A best-available transmission conductor must provide the greatest feasible energy-carrying capacity, highest electrical efficiency, and mitigate thermal sag. The Act presumes that using such conductors is prudent and that their costs are just and reasonable.
