The bill expresses the sense of Congress that deep seabed mining poses significant risks to marine ecosystems and communities reliant on ocean ecosystems. It calls for a moratorium on permitting deep seabed mining and opposes investments in or support for such activities. The President is directed to use U.S. influence in international organizations to oppose deep seabed mining until a comprehensive regulatory framework is adopted by the International Seabed Authority.
