The Help Ensure Lower Patient Copays Act amends the Public Health Service Act to include financial assistance from non-profit organizations and prescription drug manufacturers towards cost-sharing requirements of health insurance plans. This applies to deductibles, coinsurance, copayments, and limits on prescription drugs, including specialty drugs and those subject to utilization management. The changes do not affect the use of utilization management tools. The amendments apply to plan years beginning on or after January 1, 2026.
