H.R.6263

No Free Pass for Felons Act of 2025

Introduced·11/21/25

No Free Pass for Felons Act of 2025 limits federal grants for public safety to jurisdictions that require dangerousness hearings for pretrial release.

The No Free Pass for Felons Act of 2025 amends federal law to condition eligibility for certain public safety grants on minimum pretrial public safety standards. Specifically, jurisdictions seeking Byrne Justice Assistance Grants, Community Oriented Policing Services Grants, and Transit Security Grants must prohibit pretrial release on personal recognizance or unsecured appearance bonds for defendants charged with violent offenses, unless a dangerousness hearing is held.
