The bill directs the Secretary of Defense to create a pilot program that partners basic needs banks with military installations to supply diapers and diapering supplies to military families in need. The Secretary must also collaborate with the National Diaper Bank Network to offer technical assistance and evaluate the program's effectiveness. A covered basic needs bank is defined as a nonprofit organization that has been distributing diapers for at least five years, is a member of the National Diaper Bank Network, and provides diapers and other basic necessities at no cost to families.
