The International Human Rights Defense Act of 2025 establishes a Special Envoy for the Human Rights of LGBTQI+ Peoples within the Department of State. The Special Envoy will serve as the principal advisor to the Secretary of State on the human rights of LGBTQI+ people internationally. The Envoy will develop a global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ people. This strategy will be updated bi-annually and include recommendations for promising practices and improvements.
