The Legislative Branch Agencies Clarification Act modifies the appointment and removal processes for certain legislative branch officers. The Librarian of Congress is appointed by a commission consisting of House and Senate leadership, based on fitness, without regard to political affiliation. The Librarian may be removed by a majority vote of the House and Senate leadership. The Deputy Librarian is appointed by the Librarian, with a requirement to notify the commission if the position becomes vacant.
