Establishes an Ohio River Basin Restoration Program within the EPA to restore and protect the Ohio River Basin.

The Ohio River Restoration Program Act amends the Federal Water Pollution Control Act to establish an Ohio River Basin Restoration Program within the Environmental Protection Agency (EPA). The Program Director, appointed by the EPA Administrator, will oversee the Program Office and develop an action plan within two years of enactment. The plan will include actionable goals, specific projects, and activities to improve water quality, increase community resilience, and protect fish and wildlife habitat.
