The MATCH Act of 2025 amends the Agricultural Credit Act of 1978 to address preagreement costs for emergency watershed protection measures.

The MATCH Act of 2025 amends the Agricultural Credit Act of 1978 to include provisions for preagreement costs of emergency watershed protection measures. Specifically, it requires the Secretary to identify a list of such measures and develop a procedure for sponsors to request additional measures. If a sponsor incurs costs for these measures before entering into an agreement, the Secretary must consider these costs as part of the sponsor's contribution. The bill also clarifies that a sponsor who undertakes these measures assumes the risk of incurring costs.
