The Chairpersons of the Committee on the Budget and the Committee on Appropriations in both the Senate and the House of Representatives must determine if Congress is in compliance and certify their findings. If not, Members of Congress will not receive pay for each day following October 1 until both the budget resolution and appropriations bills are approved.
