The Personal Needs Allowance Modernization Act amends title XIX of the Social Security Act to increase the minimum monthly personal needs allowance for institutionalized individuals and couples under the Medicaid program. The allowance for individuals will increase from $30 to $60, and for couples from $60 to $120, both effective January 1, 2026. The bill also provides for automatic adjustments to these allowances if Social Security benefits increase after November 2025.
