The No Work, No Pay Act of 2025 prohibits Members of Congress from receiving pay during government shutdowns.

The No Work, No Pay Act of 2025 mandates that Members of Congress do not receive compensation during periods when a government shutdown occurs. A shutdown is defined as a lapse in appropriations for any federal agency or department due to the failure to enact a regular appropriations bill or continuing resolution. The payroll administrator of each House of Congress is responsible for excluding from the payments for each Member of Congress an amount equal to one day's worth of pay for each 24-hour period the shutdown lasts during the pay period.
