Amends the Specialty Crops Competitiveness Act of 2004 to establish a grant program for domestic market promotion of specialty crops.

The bill amends the Specialty Crops Competitiveness Act of 2004 to direct the Secretary of Agriculture to establish a program awarding grants to eligible organizations for promoting specialty crops. Eligible organizations include U.S. agricultural trade organizations, cooperatives, and state agencies. The Secretary may terminate grants if organizations do not adhere to terms, implement marketing plans, or contribute resources. The Secretary must monitor expenditures and evaluate marketing plan effectiveness.
