The Utilize Standards for All Act amends the Research and Development, Competition, and Innovation Act to enhance international standards development.

The Utilize Standards for All Act, also known as the USA Act, amends the Research and Development, Competition, and Innovation Act. It requires the Director of the National Institute of Standards and Technology to advance principles of openness, transparency, due process, appeals, and consensus in international standards development. The Director is also tasked with promoting voluntary consensus standards, strengthening U.S. public-private partnerships, and ensuring cooperation across federal agencies to support private sector stakeholders in developing standards for emerging technologies.
