The USTRx Act aims to address international trade practices that exploit U.S. pharmaceutical innovation. It establishes a Chief Pharmaceutical Trade Negotiator within the Office of the United States Trade Representative to enforce trade agreements and combat unfair practices by high-income countries. These practices include non-market-based pricing, lack of reciprocal market access, and policies that undermine incentives for innovation. The Chief Negotiator will conduct trade negotiations, enforce agreements, and respond to harmful practices identified by the USTR.
