Establishes the Low-Income Household Water Assistance Program to provide grants for water bill assistance to low-income households.

The Low-Income Household Water Assistance Program Establishment Act creates a program to award grants to eligible entities, including states and Indian tribes, to assist low-income households with water bill payments. The Secretary of Health and Human Services will provide grants to qualified nonprofit organizations to help public water systems or treatment works in rural or underserved areas, or in Indian tribe jurisdictions, access these funds. The act also authorizes appropriations of $500 million annually from fiscal years 2026 through 2030.
