The Preventing Animal Abuse and Waste Act amends the Public Health Service Act to prohibit the Director of the National Institutes of Health from conducting or funding research that causes significant pain or distress to dogs and cats. This prohibition applies to any study assigned a pain category D or E by the Department of Agriculture. The amendment takes effect 90 days after the enactment of the Act.
