The Small Business Payment for Performance Act of 2025 amends the Small Business Act to allow small business contractors to request an equitable adjustment if an agency changes the terms of a construction contract without agreement. The bill mandates that agencies provide an interim partial payment of at least 50% of the estimated additional costs to the small business. The small business must then pay a portion of this interim payment to any affected subcontractors. The Small Business Administration must implement these changes by October 1, 2027.
