The Aviation Risk Mitigation and Security Act requires the Transportation Security Administration (TSA) to implement a covert testing program for aviation security operations. This includes conducting at least three covert testing scenarios annually at Category X airports to identify systemic vulnerabilities. The TSA must analyze these vulnerabilities, determine whether to mitigate them, and establish a process to address identified issues. The act also mandates annual reporting on covert testing results and retesting to assess the effectiveness of mitigation measures.
