The Downpayment Toward Equity Act of 2025 aims to provide downpayment assistance to first-generation homebuyers to address multigenerational inequities in access to homeownership and to narrow and ultimately close the racial homeownership gap in the United States. The Secretary of Housing and Urban Development shall carry out a program to provide grants to states and eligible entities for this purpose. Assistance may be provided only in connection with the acquisition of an eligible home involving a residential mortgage loan that meets certain requirements.
