The Nuclear First-Strike Security Act of 2025 restricts the use of funds for first-use nuclear strikes, requiring the President to decide such a strike is in the best interests of the United States. Exceptions include strikes under a declaration of war, in response to a nuclear attack, or during a launch-on-warning scenario. The Secretary of Defense must certify the President's decision to congressional leaders seven days before the strike, unless an exception applies.
