Clinical Trial Modernization Act: Encourages clinical trial participation by underrepresented populations through payment of expenses and provision.

The Clinical Trial Modernization Act aims to modernize clinical trials and remove barriers for participation. It allows for the payment of clinical trial participant expenses, including travel and meals, and the provision of digital health technologies to facilitate participation, especially among underrepresented populations. The bill also excludes from gross income up to $2,000 of remuneration for clinical trial participation, supports community education and outreach for clinical trials, and authorizes grants for recruitment activities targeting underrepresented populations.
