Guidance Clarity Act of 2025 mandates agencies to include a clarity statement on certain guidance documents.

The Guidance Clarity Act of 2025 requires federal agencies to include a guidance clarity statement on any guidance issued under the Administrative Procedure Act. This statement must be prominently displayed on the first page and clarify that the document does not have the force of law and does not bind the public or the agency. The Office of Management and Budget must issue implementing guidance within 90 days of the Act's enactment.
