Develops a national strategy to secure schools from terrorism threats.

Amends the Homeland Security Act of 2002 to require the development of a national strategy to secure elementary and secondary schools against acts of terrorism. The strategy must account for all federal programs, identify specific vulnerabilities, and describe actions to achieve security goals. The Secretary, in consultation with the Secretary of Education and other federal agencies, must submit the strategy to specified congressional committees within one year of enactment and update it annually through 2033.
