IMPACT Act 2.0 promotes low-emissions cement, concrete, asphalt binder, and asphalt mixtures in highway projects.

IMPACT Act 2.0 aims to enhance the competitiveness of low-emissions cement, concrete, asphalt binder, and asphalt mixtures in the U.S. by providing States with reimbursements and incentives for using these materials in highway projects. The Federal Highway Administration will maintain a directory of eligible materials submitted by States. States can receive reimbursement for the incremental cost of using low-emissions materials and incentives equal to 2% of the cost of these materials.
