Humane Cosmetics Act of 2025 restricts animal testing for cosmetics in the U.S.

The Humane Cosmetics Act of 2025 aims to substantially restrict the use of animal testing for cosmetics. It prohibits conducting or contracting for cosmetic animal testing within the United States one year after enactment. Exceptions include tests conducted abroad to comply with foreign regulations, tests required by the Secretary of Health and Human Services under specific conditions, and tests for non-cosmetic purposes. States and localities cannot impose stricter prohibitions.
