The LIVE Beneficiaries Act amends title XIX of the Social Security Act to mandate states to review the Death Master File quarterly to identify deceased Medicaid enrollees. If a state determines an enrollee is deceased, it must disenroll them and cease payments, except for services provided before death. If an error occurs and an individual is wrongly identified as deceased, the state must re-enroll them retroactively. States may use other data sources to identify deceased beneficiaries, provided they comply with all relevant requirements. The changes take effect January 1, 2027.
