The COST Act, or Cost Openness and Spending Transparency Act of 2025, requires agencies and entities using federal funds to clearly state the percentage and dollar amount of federal funding, as well as the percentage and dollar amount of non-governmental funding, in any public communications about a program, project, or activity. This applies to all communications except those with 280 characters or less. Additionally, the Office of Management and Budget must annually review a random sampling of these communications for compliance and make the findings public.
