Establishes payment and performance security requirements for water infrastructure projects.

The Water Infrastructure Subcontractor and Taxpayer Protection Act of 2025 amends the Water Infrastructure Finance and Innovation Act of 2014 to ensure that projects receiving assistance have payment and performance security. The Secretary or the Administrator must consider state or local requirements satisfied if they require at least 50 percent of the total construction contract amount in security. If no state or local requirements apply, or if they fall short, the Secretary or the Administrator must require the use of bonds to meet the security requirements.
