The HOPE and Mental Wellbeing Act of 2025 requires Medicare to cover the first three primary care visits each year without cost sharing.

The HOPE and Mental Wellbeing Act of 2025 amends title XVIII of the Social Security Act to mandate coverage of the first three primary care visits each year without cost sharing under the Medicare program. Primary care visits include outpatient mental and behavioral health services, nonspecialty medical services, and care coordination services for the prevention, diagnosis, treatment, or management of physical, mental, or behavioral health conditions. This change applies starting in 2026.
