Establishes an emergency grant aid program for students in financial need under the Higher Education Act of 1965.

The Emergency Grant Aid for College Students Act amends the Higher Education Act of 1965 to create a grant program for institutions of higher education to provide emergency financial aid grants to students facing financial challenges.
