Establishes a new class of nonimmigrant visas for public service employees and authorizes lawful permanent resident status for certain individuals.

The bill amends the Immigration and Nationality Act to create a new class of nonimmigrant visas, known as W-visas, for public service employees. It authorizes these employees and their families to work in the United States. The bill also allows certain individuals who entered the United States as children to apply for lawful permanent resident status if they have been physically present in the United States for at least seven years and have been employed in a public service job for at least two years.
