The Strengthening Transportation Oversight and Preventing Improper Licensing Act requires the Federal Motor Carrier Safety Administration to audit the issuance procedures for non-domiciled commercial driver’s licenses for each State. If a State fails to respond within 60 days, the Administrator will issue a final determination of substantial noncompliance. The Administrator must withhold all Federal Motor Carrier Safety Administration funding from the State until it comes back into compliance.
