The Veterans Visa and Protection Act of 2026 requires the Secretary of Homeland Security to establish a program allowing veterans who have been removed from the United States to return as immigrants. The Secretary must identify noncitizen service members and veterans at risk of removal and annotate their records. The Attorney General must determine eligibility for veterans in removal proceedings and rescind removal orders for eligible veterans. Veterans who have been removed can apply to return as lawful permanent residents.
