Requires certification of Azerbaijan's actions towards Armenia and review of U.S. security assistance for Armenia.
The ARMENIA Security Partnership Act mandates the Secretary of Defense to annually certify that Azerbaijan has taken meaningful steps towards upholding commitments, withdrawing military forces, releasing Armenian prisoners, ceasing hostilities, and recognizing Armenian rights in Nagorno-Karabakh. If certification is not possible, the Secretary must review U.S. security assistance for Armenia, assessing gaps in its deterrence and self-defense capabilities and recommending further assistance.
