The Warrior Road Act mandates the Federal Emergency Management Agency to develop a priority listing of highway improvement projects important to national defense, updating it every two years. The Secretary of Transportation must submit this listing to Congress. The Act also requires the Secretary to prioritize national defense projects in awarding discretionary grants and in fund disbursements. The report on these projects must include at least three high-priority projects from each state.
