Directs TSA to develop guidelines to improve access to the TWIC program for returning citizens and incarcerated individuals.
Requires the Transportation Security Administration to develop guidelines to improve access to the Transportation Worker Identification Credential (TWIC) program for returning citizens and incarcerated individuals. The guidelines must assist returning citizens in accessing the TWIC program, help incarcerated individuals pre-apply or prepare TWIC applications, and assist individuals in appealing or obtaining waivers for preliminary determinations of ineligibility for TWIC cards. The TSA must brief Congress on the implementation of these guidelines within 180 days of their development.
